Yes, you can always obtain it, even when the event ends.

If i were have an anniversarry cake i wouldnt broke it, it was so cute to break it off. I just wanna put it in my world so i can celebrate my birthday someday. Cuz i wanna have birthday with a birthday cake😀

When you break it after the event, the chance of dropping the guestbook is same as that of the event… Its just that magic stuff wouldn’t drop the cake…
