Rule no. 6 - No gambling (casino, drop game etc. games of chance). Violation will result in a ban.
I don’t really read the rules very often, but this is just common sense.
I don’t see how casinos can be created here but technically they are illegal.
This is illegal, In P2P rules, prize must be equal or of higher value than what the players payed

They are clearly illegal if there is luck involved.
